The City grant pays up to $2,000 toward what insurance didn't
The 2026 Rainstorms Compassionate Grant is a one-time grant for homeowners and tenants in Hamilton whose homes flooded in those four storms. It's for flood costs insurance didn't cover.
How much you can get
Up to $2,000. Your grant is the lowest of:
- $2,000
- your insurance deductible
- your actual eligible costs
The City's own example: eligible costs of $4,000 with a $2,500 deductible means up to $2,000.
What it can help with
- cleaning up and repairing flood damage to your home
- replacing flooring and walls the water ruined
- removing debris when it's needed for safety or access
- replacing essential appliances: a furnace, fridge, freezer, stove, washer or dryer
- clothing, perishable food, and tools you need for work
- evacuation, food and shelter costs
- your insurance deductible
What it doesn't cover
- landscaping, fencing, driveways or retaining walls
- non-essential furniture, antiques and collections
- boats and other recreational vehicles
- lost wages or rental income
- personal injury
- erosion, and private roads or bridges
Renting?
Tenants can apply for damaged household contents and essential items. Repairs to the building are the owner's part. If both have eligible costs, both can apply.
How to apply
Call the City's administrator, Sedgwick Canada, for the form: 905-285-8770 or 905-285-8762. Have these ready:
- proof that you own or rent the home
- proof of your flood losses
- your insurance information
- receipts and invoices
- photographs
One application per property. You sign a Full and Final Release before any grant is paid. Whether you qualify is the City's call, so check with Sedgwick before you count on it.

Repairs are on the City's list, and it wants receipts and invoices. Keep every invoice for flood repair work with your application.
What to do after a flooded basement, in order
The first three steps protect your insurance claim and your grant application.
- Report it. Water or sewage came up through a floor drain? Call the City at 905-546-2489. Then call your insurance company.
- Photograph everything before it goes. Wide shots of each room. Close-ups of the walls, floors and appliances. The line the water left on the drywall.
- Keep every receipt. Clean-up supplies, replacements, and invoices from anyone who works on the house.
- Clear out what's soaked. Once it's photographed and your insurer knows, get the wet flooring, drywall and contents out so the room can dry.
- Apply for the City grant by your date. It's in the table above.
- Rebuild, then deal with how the water got in. New walls and floors first. Then the reason it came in, so the next storm has a harder time getting in.
Where did the water come in?
The City sorts basement flooding by the way in:
- Up through a floor drain or fixture: a sewer back-up. Call the City at 905-546-2489.
- Through a window or door: overland flooding, often grading or window wells.
- Through a wall or the floor: infiltration, when soaked soil pushes water through cracks in the foundation.

The Protective Plumbing Program helps stop the next flood
It's a separate City program from the storm grant, for owners of single-family homes.
- The grant: up to $2,000 for a backwater valve (including the assessment), disconnecting downspouts, and a sump pump installed together with a backwater valve.
- The contractor rule: the full grant needs a contractor from the City's pre-qualified list. With any other contractor, the grant is capped at $500 for the backwater valve.
- The loan: up to $2,000 more for the same work, at 4% interest, repaid through your property taxes.
- Who can use it: a single-family home with a basement, connected to the City sewer, built before January 1, 2012, with property taxes up to date.
- Permit: a backwater valve needs a building permit.
To check if you qualify, call the City at 905-546-2489.
